- This research aim are knowing application of rule about quota 30 % woman in legislative institute specially in Surakarta Town and lay open various barricade in order to application of the rule. As in gender perspective research, using of the sociological approach, using of non positivistic approach and qualitative analysis. Respondent consist of official and or the big party elite in Surakarta Town; woman figure, religion figure and culture figure and also member candidate woman of DPRD Surakarta at 3,004 General Election. Instrument of data collecting is the form of document study and interview Data analysis is qualitative in the form of interpretative theoretical with inductive and deductive way of thinking combinational. The result of this research shows that from overall of legislative candidate which proposed by 24 general election participant counted 439 people, there are woman 143 people ( 32, 60%). Its meaning if seen from is cumulative amount of woman legislative candidate which proposed have exceeded the provisions in Section 65 sentence ( I) of Number 12/2003 Rule. From overall general election participant counted 16 participant still not yet fulfilled quota 30 %. one parpol is not at all ( 0%) proposing woman candidate and in the reality only two people (5%) a success woman sit in legislative. The application barricade of the rule quota 30 % woman in legislative are complex and relating each other. First, legal barricade. Second, cultural barricade. Third, stereotype and also gender segregations in the field of work barricade. Fourth, general election system and party system barricade. Fourth, economically barricade.
