- [<b>ABSTRAK</b><br> Tesis ini membahas mengenai hasil penelitian mengenai sistem manajemen pengamanan yang dilakukan oleh PT. Jakarta Industrial Estate Pulogadung (JIEP) sebagai pihak pengelola Kawasan Industri Pulogadung (KIP). Kenyataan menunjukkan bahwa telah terjadi beberapa kali gangguan keamanan di KIP, diantaranya adalah kehilangan kendaraan motor, pencurian dengan pemberatan dan penipuan penggelapan. Kondisi KIP yang luas dan didalamnya terdapat beberapa perusahaan dan industri serta ribuan tenaga kerja, membuat KIP rawan terhadap terjadinya tindak kejahatan. Tujuan penelitian untuk menjelaskan mengenai gambaran Umum PT. JIEP dan KIP, Untuk mengidentifikasi dan memetakan mengenai bentuk gangguan dan potensi ancaman gangguan keamanan yang terjadi di KIP, Untuk menganalisis pelaksanaan sistem manajemen pengamanan yang dilakukan oleh PT. JIEP serta kendala-kendala apa saja yang dihadapi oleh PT. JIEP dalam melaksanakan kegiatan manajemen pengamanan di KIP, Untuk menganalisis pelaksanaan program CSR yang dilakukan oleh PT. JIEP terhadap lingkungan sekitarnya, Untuk merumuskan pedoman pelaksanaan sistem manajemen pengamanan yang ideal diterapkan di KIP. Penelitian ini dilakukan dengan metode pengamatan lapangan didukung dengan metode wawancara dan menghimpun dokumen terkait. Wawancara dilakukan kepada manajemen PT JIEP, Aparat Kepolisian, warga masyarakat sekitar dan para petugas Satpam terkait dengan dengan kegiatan pengamanan di KIP. Hasil penelitian diamati secara kualitatif deskriptif. Hasil penelitian menunjukkan bahwa kegiatan pengamanan yang dilakukan oleh PT. JIEP dalam mengamankan KIP dengan menggunakan tenaga outsourcing. Dengan luasnya lahan KIP, dan terbatasnya jumlah petugas Satpam di yang membuat kegiatan pengamanan di KIP menjadi kurang maksimal, selain itu sarana dan prasarana fisik untuk kegiatan pengamanan tidak semuanya terpasang. Oleh sebab itu disarankan untuk dapat menambah tenaga pengamanan yang telah ada, melengkapi sarana dan prasarana fisik serta pemberdayaan tenagatenaga pengamanan secara maksimal dan peningkatan kemampuannya melalui program pendidikan dan pelatihan. <hr> <b>ABSTRACT</b><br> The thesis is discussing the results of a study conducted by the management of the company JIEP as pulogadung industrial area management. The fact suggests that the security threats of KIP is that in some cases loss of motor vehicles as robbery and burglary for embezzlement. The openness, and there are few large corporations and industry, as well as thousands of workers made of KIP is prone to criminal acts. The observations of this research was supported by a raise in an interview with the related documents. An interview conducted the management of PT. JIEP to the guards and to the officers to secure the openness. The results of research observed qualitatively descriptive. The result showed that security activities conducted by PT. JIEP in securing KIP and the energy outsourcing. Land with the breadth of KIP, and the limited the number of officials the security guards in that make any activities security at KIP they are not maximal, in addition of physical infrastructure for the security not all of them attached.
