- ABSTRACT Developing of telecommunication technology with support by information technology produce new technology called Voice Over lntemet Protocols (\/oIP). The technology could reduce call cost, especially for long distance call and intemational call. Present, the quality of voice is not good as wire line telephone, but at the future that voice will similar as good as wire line telephone. That phenomena must be accept to all telecommunication operator in Indonesia to prevent VoIP technology, that?s way the operator could be survive on telecommunication business. TELKOIVI, especially DIVRE ll Jakarta, as one of the biggest telecommu- nication service provider in Indonesia, must be adaptive to the technology. This thesis is describe to solve the problem on "Implementation Strategy of Voice Over Internet Protocols (VoIP) at DIVRE ll Jakarta", that contains of how to implemented this technology at DIVRE ll. The tools analysis are used lntemal extemal matrix, space matrix, SWOT analysis and economic analysis such as net present value, profitability index, average rate return, intemal rate return and feasibility study. From the lntemal Extemal Matrix, SPACE Matrix and SWOT analysis, DIVRE ll should conduct active (offensive) or aggressive strategy, that means DIVRE ll must be good manage all resources (human, equipment and Finance) and also developing the new business such as multimedia, internet and VoIP to sun/ive in competitive market. From feasibility study, VoIP business is feasible to be implemented by DIVRE ll. Business plan that contains financial plan, human resources plan and marketing plan, management DIVRE ll could bring the companies to be one of the biggest service providers in Indonesia in competitive market environment. V <hr> <b>Abstract</b><br> ABSTRAKSI Perkembangn teknologi telekomunikasi yang didukung oleh teknologi infomwasi yang sangat pesat akhit-akhir ini menghasilkan suatu teknologi Voice Over Internet Protocol (\/o|P). Teknologi ini akan membawa dampak terhadap biaya pemakaian telepon terutama untuk hubungan interlokal (SLJJ) dan internasional (SLI), walaupun dengan kualitas suara yang reIatif masih belum bagus. Fenomena ini haruslah segera disikapi oleh para operator telekomunikasi di Indonesia untuk bersiap diri dalam menghadapi teknologi VoIP, sehingga perusahaan mampu menghadapi gempuran teknologi ini dan dapat bertahan dalam bisnis telekomunikasi. PT. TELKOM khususnya DIVRE II Jakarta sebagai Salah satu operator telekomunikasi di Indonesia harusiah bersikp adaptif terhadap perkembangan teknologi VoIP ini. Maka dari itu dalam tesis ini dilakukan kajian terhadap penerapan teknologi VoIP tersebut di DIVRE II Jakarta dengan melakukan analisa dalam berbagai aspek antara lain aspek ekonomi dan aspek teknis, yang bertujuan untuk memberi masukan kepada manajemen DIVRE il Jakarta dalam menetapkan strategi penerapannya. Dengan menganalisa data yang ada (dengan IE Matrik, Matrik SPACE dan analisa SWOT), diperoleh kesimpulan DIVRE II harus menerapkan strategi OffensiWAgresif dengan cara mengoptimalkan potensi yang ada (SDM, Keuangan dan Alat produksi) serta mengembangkan bisnis baru seperti multimedia. intemet dan VoIP. Sedangkan berdasarkan analisa kelayakan investasi, bisnis VoIP sangat layak untuk diterjuni oleh TELKOM khususnya DIVRE ll Jakarta. Dan untuk memberi arah kepada para manajemen disusun suatu business plan perusahaan yang terdiri dari : Financial plan, SDM pian, dan Marketing plan. V
