- <b>ABSTRAK</b><br> Ketika kapal mengalami gangguan atau membutuhkan bantuan, salah satu pilihan utama yang dapat dilakukan adalah mencari tempat untuk mengatasi gangguan tersebut sebelum melanjutkan perjalanannya. Tempat ini dikenal sebagai place of refuge. Belum adanya konvensi internasional yang mengatur mengenai hal ini menyebabkan tidak adanya pengaturan pasti mengenai pemberian place of refuge. Permasalahan pokok yang dibahas dalam skripsi ini adalah bagaimana urgensi pembentukan konvensi internasional tersebut. Skripsi ini menganalisis berbagai faktor yang mendorong urgensi tersebut, salah satunya adalah perlindungan terhadap laut dari pencemaran yang disebabkan oleh kapal. Kesimpulan yang diperoleh dari skripsi ini adalah bahwa diperlukan konvensi internasional yang secara khusus mengatur mengenai pemberian place of refuge. <hr> <b>ABSTRACT</b><br> One of the main options for ship in distress or in need of assistance to stabilize its condition is to find a place to overcome the troubles before continuing its journey. This place is known as place of refuge. The absence of international convetion on place of refuge causes no definite provisions to govern this matter. The main problem discussed in this thesis is the urgency of the establishment of such international convention. This thesis analyzes the various factors which encourage the urgency, one of which is the protection of the sea from pollution caused by ships. The conclusion of this thesis is that an international convention that specifically regulate the place of refuge is necessary to be established.
