Bagaimana PJN, UUJN, UUJN Baru mengatur penandatanganan blanko kosong dan sanksi bagi Notaris yang membuat akta tersebut. Penelitian ini menggunakan metode yuridis normatif terhadap efektifitas asas-asas, sistematika hukum. bahwa PJN, UUJN, Perubahan UUJN mengharuskan untuk menyempurnakan akta sebelum menandatangani akta tersebut dan sanksi bagi Notaris yang melanggarnya akan dikenakan sanksi perdata dan sanksi administratif. Notaris sebagai Jabatan Kepercayaan masyarakat harus membuat akta sesuai dengan ketentuan perundang-undangan agar tidak menimbulkan masalah dikemudian hari;The signing of the deed in a perfect state or in a state of blank deed and not read out in front of the penghadap and witnesses would violate the principle of authenticity certificate (verleijden).
