- <b>ABSTRAK</b><br> Penelitian ini bertujuan untuk mengetahui karakteristik literatur dan usia paro hidup bahan ajar program studi Administrasi Negara FISIP UT, serta bagaimana ketersediannya di perpustakaan UT. Penelitian ini merupakan penelitian deskriptif. Sampel dalam penelitian ini adalah bahan ajar UT yang digunakan oleh Program Studi Administrasi Negara Fakultas Ilmu Sosial dan Ilmu Politik dari tahun 2006 sampai 2011 berjumlah 40 bahan ajar dengan jumlah sitiran 2297 sitiran. Metode pengumpulan data menggunakan metode dokumentasi. <br><br> Hasil penelitian menunjukkan bahwa : (a) mayoritas literatur yang disitir untuk penulisan bahan ajar 88,1 % (1.896 sitiran) menggunakan buku, jurnal 41 sitiran (1.9%), majalah 9 sitiran (0.4%), sumber dari internet 22 sitiran (1%), tesis/disertasi/skripsi 7 sitiran (0,3%), sumber lain-lain 176 sitiran (8.2%), (b) frekuensi penggunaan literatur berbahasa Indonesia lebih tinggi dibandingkan dengan bahasa Inggris dan bahasa lainnya. Dari 2297 sitiran, 1349 sitiran ( 58,7%) berbahasa Indonesia , 942 sitiran (41%) berbahasa Inggris dan 6 sitiran (0.3%) berbahasa lainnya, (c) tahun terbit literatur yang disitir sebagai acuan untuk penulisan bahan ajar UT, tertua tahun 1900 dan termuda tahun 2009, (d) pada penghitungan paro hidup (half life) untuk program studi Administrasi Negara diperoleh angka 14 tahun, artinya bahwa separo dari literatur bahan ajar untuk program studi Administrasi Negara yang disitir berusia 14 tahun atau lebih muda dan 50 % sisanya berusia lebih dari 14 tahun. Literatur bahan ajar program studi Administrasi Negara yang paro hidupnya melebihi 14 tahun dianggap telah usang, (e) dari total 2007 sitiran dalam bentuk buku yang digunakan penulis bahan ajar, yang tersedia di perpustakaan UT sebanyak 507 sitiran atau 25% . <hr> <b>ABSTRACT</b><br> The object of this theses is to disclose the literature characteristics and the half life time of the learning material in the Public Administration Study Programme of Political and Social Science Faculty, Open University (FISIP UT), and the avalaibility level in the UT Library. The research is a descriptive research. The samples in this research are the learning materials of the Public Administration Study Programme of FISIP UT between 2006 and 2001 year, totally there are 40 learning material with 2,297 citation. The data collection was done by the documentation method. <br><br> The results concluded : (a) the greatest part of the literatures that were quoted for the teaching substance (88.1% or 1,896 citations) used books and journals 41 citations (1.9%), 9 citation of magazines (0.4%), 7 citation of sources from internet (1%), 7 citation from theses and dissertations (0.3%) and 176 citations from other sources (8.2%). (b) the usage of literatures in Bahasa Indonesia are more frequent than the English or other languages. In 2,297 citations, 149 citations are in Bahasa Indonesia (58.7%), 942 citations in English (41%) and 6 citations are in other languages (0.3%). (c) In matter of publication year of the literatures which are citated as the references for the teaching substances, the oldest is 1900 and the most recent is 2009. (d) In counting the half life for the Public Administration, it resulted 14 years. It means that half life of the teaching substance for the Public Administration citated are 14 years or earlier, and the rest 50% of them are 14 years or more age. The literatures that have more than 14 years old are considered as obsolete. (e) between the total 2,007 citations in the book form that are used by the teaching substance authors, 507 citations (or 25%) of them are available in the UT Library.
