- <b>ABSTRAK</b><br> KUBE merupakan program penanggulangan kemiskinan Kementerian Sosial berbasis pemberdayaan masyarakat miskin. Ada dugaan tidak berkembangnya KUBE salah satunya karena permasalahan kepemimpinan yang lemah akibat rendahnya kemampuan SDM. Kasus KUBE Pade Girang I,II,III dengan keterbatasan SDM, KUBE menjadi berkembang dan maju. Oleh karena itu menarik untuk dikaji tentang model kepemimpinan yang diterapkan. Untuk melihat kepemimpinan KUBE, maka yang diamati gaya kepemimpinan berikut faktor pendorong dan faktor penghambat. <hr> <b>ABSTRACT</b><br> KUBE is a poverty alleviation programs based on empowerment of the poor of social ministry. There is asumption that KUBE isn’t improve one of caused the weak leadership problems due to low human resource capacity. For the case of KUBE Pade Girang I, II, III on the contrary, with limited of human resources KUBE be developed and progressive. Therefore it’s interesting to study further about leadership model that be applied. To take a look at KUBE leadership, so the leadership model is observed following supporting and inhibiting factors.
