Rutan yang berfungsi melakukan penerimaan tahanan sampai dengan pengeluaran tahanan daJam pelaksanaannya juga berfungsi melakukan pembinaan narapidana. Keberadaan narapidana di rutan merupakan suatu penyimpangan dari konsep pemasyarakatan, Yang mempunyai konsekuensi dampak ikutan penempatan narapidana seperti prisonisasi, stigmatisasl dan residivisme. Berdasarkan Keputusan Menteri Kehakiman RI No. M.04.UM.01.06 tahun 1983 tentang penetapan Lapas tertentu sebagai Rutan, Lapas dapat beralih fungsi menjadi Rutan dan begitu pula sebaliknya. Karena tidak setiap kabupaten/ kota memiliki bangunan Lapas dan Rutan. Dalam pengelolaannya Karutan memanfaatkan seluruh potensi yang ada serta menggunakan pendekatan struktur rutan guna membina narapidana. Terutama pelayanan tahanan dan pengamanan sebagai pengawal proses pembinaan, Beragam kegiatan dapat diupayakan seperti olah raga, pendidikan, kesenian, kerohanian dan ketrarnpilan. Kondisi kekurangan pctugas serta over kapasitas rnenjadi perrnasalahan iain yang harus dicermati mclalui manajemen pembinaan narapidana di RUtan.

Which bas consequences such as the impact of inmate placement follow-up prisonisasi, stigmatization and recidivism. Based on the Decree of the Minister of Justice of the Republic of. M.04.UM.OL06 year 1983 on the stipulation of certain prison as a detention center, prison can switch functions into a detention center and vice versa. Because not every district has a building prisons and detention center. In its management Karutan exploit all this potential and use the structure approach Rutan to build the inmates. Particularly detainees and security services as a guardian of the coaching process- Various activities. can be pursued such as sports, education, art, spirituality and skills. Conditions and over~ capacity shortage of officers to other issues that must be observed through the management coaching inmates at the detention center.</description><identifier>https://lib.ui.ac.id/detail?id=20342162</identifier><recordID>20342162</recordID></dc>
