- [<b>ABSTRAK</b><br> Tesis ini membahas tentang peran UNHCR dan IOM dalam penanganan pencari suaka dan pengungsi dilihat dari segi kedaulatan negara, kepentingan nasional dan analisa SWOT. Penelitian ini adalah penelitian kualitatif dengan pengumpulan data melalui wawancara mendalam, studi pustaka, dan observasi Hasil penelitian menyarankan bahwa Indonesia sebagai negara yang berdaulat mengeluarkan Peraturan Presiden yang mengatur tentang penanganan pencari suaka dan pengungsi di Indonesia yang di dalamnya memuat ketentuan masalah HAM tetapi juga menegakkan peraturan perundangan, prosedur, dan asas selective policy keimigrasian Indonesia. <hr> <b>ABSTRACT</b><br> This thesis discusses the role of UNHCR and IOM in the handling of asylum -seekers and refugees in terms of state sovereignty national interest, anti SWOT analys. The study was a qualitative study with data collection through in -depth interviews, library research, and observation.
