  • [<b>ABSTRAK</b><br> Tesis ini membahas efektivitas kebijakan keamanan nasional dalam penanganan konflik Maluku melalui Deklarasi Malino II yang dinilai hanya berjalan pada tataran elit. Masyarakat Maluku yang terlibat langsung dalam konflik menganggap bahwa pemerintah pusat belum sepenuhnya memberikan solusi perdamaian secara nyata, namun lebih mengedepankan pada tindakan strategis. Penelitian ini adalah penelitian lcualitatif dengan desain deskriptif analitis dan penelitian intelijen stratqjik. Hasil penelitian ini menyarankan kepada pemerintah pusat bahwa ketidakpuasan masyarakat Maluku terhadap pelaksanaan Perjanjian Malino II dapat mengancam stabilitas keamanan nasional, jika tidak dilakukan langkah-langkah antisipasi guna mencegah konilik serupa di masa yang akan datang. <hr> <b>ABSTRACT</b><br> This thesis explores the effectiveness of national seem-ity policy in handling conflict through the Malino Declaration II Maluku assessed only runs at elite level. Maluku people who were directly involved in the conflict assume that the central government has not iiilly give peace areal solution, but it tends to emphasize the strategic action. The study was a qualitative research design with descriptive analysis and strategic intelligence research.
