- [<b>ABSTRAK</b><br> lndustri seks komersial menjadi penting diperhatikan karena bukan saja menyangkut masalah kualitas moral, namun juga karena banyaknya dampak yang ditimbulkan. Salah satunya adalah penyebaran IMS termasuk HIV/AlDS. Salah satu isu yang mendapat perhatian besar akhir-akhir ini adaJah penggunaan kondom pada industri seks komersial sebagai upaya pencegahan IMS terutama infeksi HIV. Selain di lokalisasi prostitusi. industri seks komersial terkadang terselubung dalam industri hiburan seperti bar, diskotik, karaoke, live music (musik hidup), panti pijat, spa, hotel, dan restoran. Program kondom seratus merupakan program yang dilaksanakan sejak tahun 1995 yang terintegrasi dengan program pencegahan dan pengangguangan HIV/AIDS lainnya. Program kondom seratus persen mempunyai tujuan utama mencegah penularan HIV melalui hubungan seksual pada kelompok resiko tinggi, salah satunya pada penjaja seks komersial. Pada industry seks komersial fackor yang berpengaruh terhadap penggunaan kondom adalah ekonomi, pengetahuan mengenai kondom, IMS dan HIV/AIDS, ketersediaan kondom di tempat prostitusi, dukungan dari mucikari, petugas LSM dan petugas kesehatan, serta dukungan komitmen dari Pemerintah. Penelitian ini merupakan penelitian kualitatif, dan jenis desain yang digunakan adalah Rapid Assessment Producers (RAP). Pengambilan data dilakukan dengan cara wawancara mendalam kepada enam wanita penjaja seks (WPS), dua mucikari/pemi!ik tempat, dua petugas LSM terkait. dan dua petugas kesehatan di Kelurahan Maphar. Hasil penelitian ini menunjukkan belum ter1aksananya Program Kondom 100% di panti pijat yang menjadi lokasi penelitian. Kurangnya dukungan komitmen dari pemerintah, tidak tersedianya akses kondom di tempat seks komersial, tidak adanya peraturan penggunaan kondom. kurangnya dukungan dari mucikari, dan faktor ekonoml menjadi hambatan pelaksanaan Program Kondom seratus persen di Kelurahan Maphar, Di panti pijat yang menjadi lokasi penelitian tidak terdapat peraturan penggunaan kondom, dan tidak semua panti pijat menyediakan kondom. Terdapat perbedaan karakteristik WPS dan pelanggan WPS yang menggunakan dan yang tidak menggunakan kondom. Dukungan manajer panti pijat hanya sebatas mengingatkan penggunaan kondom. Peran petugas LSM adalah melakukan penyuluhan IMS, pendampingan, dan bantuan pemberian kondom. Peran petugas kesehatan terutama melakukan pemeriksaan kesehatan, seJain itu petugas kesehatan juga melakukan penyuluhan IMS dan bantuan pemberian kondom. Dengan demikian untuk meningkatkan pencapaian Program Kondom Seratus Persen perlu adanya kerja sama dari instansi pemerintah terkait dalam membuat undang-undang yang menjadi dasar penanggulangan lMS dan HIV/AlDS, khususnya peraturan mengenai penggunaan kondom di tempat-tempat hiburan. Apabila peraturan penggunaan kondom pada ke!ompok beresiko sudah ditetapkan, diharapkan instansi pemerintah terkait, LSM, petugas kesehatan, dan pemilik tempat hiburan dapat bekerjasama melakukan monitoring Program Kondom Sersatus persen. Selain itu untuk mencegah penularan IMS dan HIV, diperlukan pendidikan kepada masyarakat umum mengenai hubungan seks yang aman, yaitu tidak melakukan hubungan seks sebelum nikah, setia kepada pasangan, dan menggunakan kondom pada hubungan seks yang beresiko menularkan IMS dan HIV. <hr> <b>ABSTRACT</b><br> Commercial Sex Industry is an important industry to be noteworthy not only because it is related to the moral quality issues, but also its effects toward community. In a commercial sex industry, the factors which influence the use of condom are economy, condom awareness IMS and HIVIAIDS the availability of condom at prostitution centers, the support from pimps support from the government.
