- <b>ABSTRAK</b><br> Dengan pendekatan kualitatif, tesis ini menggambarkan peran Kementeriau Sosial dalarn implementasi kebijakan penanganan pekerja migran bermasalah. Kesirnpulan penelitian ini adalah peran Kementerian Sosial dalam implementasi kebijakan penanganan pekenja migran bermasalah harus dilihat dari dua kebijakan yang menjadi pedoman, yaitu Keputusan Presiden No 106 tabun 2004 tentang Tim Koordinasi Pemulangan TKI Bermasalah dan UU No. ll tahun 2009 tentang Kesejahteraan Sosial. Faktor yang rnernpengaruhi implementasi kebijakan penanganan pekeija migrant diantaranya: komunikasi, sumber daya, komitmen, isi kebij akan, karakter kebijakan, faktor dalam negeri dan luar negeri. <hr> <b>Abstract</b><br> The thesis describes The Role of Ministry of Social Affairs in the policy implementation towards issues of Migrant Workers problems using Qualitative Approach. The study reveals that the The Role of Ministry of Social Affairs towards issues of Migrant Workers Problems should be based on the two basic regulations which are Presidential Decree No.106 Tahun 2004 that discusses about coordination team of Migrant workers repatriation and ?Undang-Undang No.11 Tahun 2009? which discusses about Social Welfare. There are several factors affecting the policy implementation which are; Communication, Competencies, Commitment, Policy Content, The character of policy, and intern and foreign factors.
