- [<b>ABSTRAK</b><br> Berbagai permasalahan di lingkungan Lembaga Pemasyarakatan dan Rumah Tahanan Negara memerlukan pola dan tindakan pengamanan berdasa:rkan prosedur yang telah ditetapkan sebegal upaya pelaksanann keamanan dan ketertiban dalam mencegah upaya pelarian. Dalam penelitian ini ada tiga partanya.an penelitian yang hendak dijawab yaitu mengapa sampai teljadi pe!arian narapidana I tahnnan, bagaimana cara mereka melarikan diri, dan apa strategi yang dilakukan guna mencegah pelarian narapida. Metode yang digunakan adalah metode kualitatif, teknik pengumpulan data dilakukan dengan wawancmu terbadap infurman penelitian dengan menggnnakan pedn!llllll wawatlcaJ:>l. Dari hasil penelitian dapat diketahui bahv.-a teljadinya pelarim di Lembaga Pemasyarakatan dan Rumah Tahanan Negara di sebabkan oleh beberapa fuktor yaitu : keluarga, keingiuan dari narapidana itu sendiri, petugas dan sarana pengamanan. Selain itu adanya kendala berupa terbatasnya anggaran, smnber daya manusia, serta kurangnya sarana dan prasarana 1lllg Bahwa teljadinya pelarian karena beberapa hal sebagai berikut :adanya tekarum - tekunan yang di ahnrd mrrapidana sehrma banrda di Lembaga Pernasyarakatan, Adanya <hr> <b>ABSTRACT</b><br> Varlous environmental problems in the correctional institution and requires the State Penitentiary patterns based on the procedures and precantions that have been designnted as the implementation of the security and order in preventing the escape attempt. In this atudy there were three research questions to be answered is why it happened runaway prisoners I detainees, how they escaped, and what strategies made inorder to avoid a breakout. The method used is qualitative method of data collection techniques against the informant interview conducted with the study using the imerview guide. From the result of this research is that the breakout in the Correctional Institution State Prison and is caused by several facton: the family, the desire of the prisoners themselves, and facility security officers. In addition to the constraint of lhnited budgets, human resources, and lack of facilities and infmstructure that support the implementation of security That the happening of escape because the following several things : Existence of pressure - p!llSsure which in experiencing of convict during in prison, Existence of and extortion hardness of physical and is psychical the than dweller ;Varlous environmental problems in the correctional institution and requires the State Penitentiary patterns based on the procedures and precantions that have been designnted as the implementation of the security and order in preventing the escape attempt.
