- [<b>ABSTRAK</b><br> Salah satu pembiayaan infrastruktur yang cukup menarik, di luar APBN dan APBD adalah Obligasi Daerah. Tesis ini akan meneliti kelayakan Obligasi Daerah sebagai instrumen pembiayaan proyek, faktor ? faktor penghambat dan pendukung penerbitan dan pemanfaatannya, dan komparasinya sebagai instrumen pembiayaan dengan dana perbankan. Analisis SWOT, ANP (Analytic Network Process), dan Analisis Kelayakan Finansial menjadi metode penelitian masing ? masing tujuan penelitian. Studi Kasus yang diambil adalah Pembangunan Terminal Terpadu Kota Depok. Analisis SWOT menunjukkan Obligasi Daerah merupakan instrumen pembiayaan yang layak dan analisis ANP menunjukkan faktor kelembagaan adalah faktor paling berpengaruh, Pemerintah Daerah adalah penanggung jawab terhadap faktor tersebut, dan solusi yang paling berpengaruh adalah peraturan perundang ? undangan.
