Pemenuhan hak reproduksi dan seksual perempuan menjadi salah satu strategi
penting untuk mengatasi berbagai masalah kesehatan di Indonesia. PKK menjadi
salah satu wadah dimana upaya pemenuhan hak reproduksi tersebut dilakukan.
Informasi, fasilitas, dan pelayanan kesehatan telah disediakan untuk mempercepat
upaya pemenuhan tersebut, namun upaya tersebut terkesan mengalami beberapa
kendala dalam aplikasinya di masyarakat. Sebuah studi kualitatif diperlukan untuk
mengetahui faktor internal dan eksternal yang menjadi kendalanya. Penelitian ini
menggunakan pendekatan Rapid Assesment Procedures (RAP). Penelitian
dilakukan pada ibu-ibu PKK di Kelurahan Sesetan, Kecamatan Denpasar Selatan,
Bali, tahun 2012. Hasil dari penelitian ini menemukan bahwa dua dari enam hak
reproduksi yang diteliti sebagian besar belum terpenuhi dengan baik, diantaranya
adalah hak seksual serta hak dalam menentukan jumlah dan jarak anak. Tingkat
pendidikan, pekerjaan, pengetahuan, persepsi, sumber daya yang dimiliki,
budaya, peran kelompok referensi (orang tua, suami, teman dan petugas
kesehatan) menjadi faktor yang terkait upaya pemenuhan hak reproduksi
perempuan. Peningkatan peran suami dan tokoh masyarakat untuk mendukung
pemenuhan hak reproduksi menjadi saran dari penelitian ini.

<b>Abstract</b><br
The Fulfillment of sexual and reproductive rights become one of important
strategies to cope the health problems in Indonesia. PKK (Family Empowerment
and Welfare) to be one of place, where the efforts for the fulfillment of
reproductive rights have been done. Informations, facilities, and health services
have been provided to accelerate the fulfillment, but these efforts have not been
going well impressed in society. A qualitative study is needed to determine the
internal and external factors that become obstacles. This study used the Rapid
Assessment Procedures (RAP) approach. It was performed on the PKK in the
Sesetan Village, South of Denpasar District, Bali, year of 2012. The results of this
study found that two of six of reproductive rights have not been properly
unfulfilled, such as sexual rights and the right for determining number and
spacing of children. Level of education, employment, knowledge, perception,
resources, culture, and reference groups (parents, husband, friends and health
workers) to be associated factors for the fulfillment of women reproductive rights.
The study also suggested to enhance the role of husband and community leaders,
