- <b>ABSTRAK</b><br> Tesis ini membahas tentang gagalnya forum kerjasama Border Liaison Meeting yang dilaksanakan oleh RI-PNG untuk mengatasi meningkatnya ancaman keamanan non tradisional di perbatasan RI dan PNG. Border Liaison Meeting (BLM adalah forum pertemuan tingkat daerah yang diselenggarakan oleh pemerintah Propinsi Papua (RI) dengan Pemerintah PNG dalam rangka mendukung pembangunan wilayah perbatasan dan penyelesaian isu-isu keamanan non tradisional di kawasan perbatasan kedua negara.Penelitian ini adalah penelitian kualitatif dengan jenis penelitian deskriptif analitis sebagai penelitian interpretatif yang menekankan pemahaman pada dunia sosial. Penelitian ini menunjukkan hasil bahwa kedua Negara belum siap untuk melakukan pembukaan pasar bersama dalam mengimplementasikan hasil BLM dan kurangnya sarana prasarana bagi petugas pengawas keamanan di perbatasan. Dengan ketidaksiapan ini maka menghasilkan masalah baru yaitu meningkatnya ancaman keamanan non-tradisional di kawasan perbatasan RI-PNG khususnya di Propinsi Papua. <hr> <b>ABSTRACT</b><br> The focus of this studey is analyzing the failure of Border Liaison Meeting Forum MOU between the Republic of Indonesia and Papua New Guinea (PNG) to deal with the nontraditional security threats in the border area of the two countries. BLM is a region-level forum held by the province of Papua and the government of PNG in order to support the development of border areas as well as handle the non-traditional issues occurred in these areas. This study is qualitative research that aims to give a descriptive analysis of a social phenomenon especially that happens in the border area of Indonesia and PNG. This study summarize that MOU on BLM between the two countries has failed due to the lack readiness in opening the open market accessed by the two countries as a way of implementing the BLM. Moreover, Indonesian officials are still lacking of security infrastructure to oversee the activities in the border areas. Therefore it gives new problems especially the rise of non-traditional security threats in the border areas of PNGIndonesia specifically in the Province of Papua.
