Pertumbuhan jumlah pelanggan selular yang cukup tinggi di Indonesia menyebabkan padatnya penggunaan spektrum frekuensi GSM/DCS milik operator selular sehingga ada sejumlah pelanggan yang tidak dapat terlayani karena
terbatasnya kapasitas jaringan akses yang tersedia saat itu. Tidak mudah bagi operator selular untuk menambah kepemilikan spektrum frekuensi sebagai tambahan kapasitas jaringan aksesnya karena semua spektrum frekuensi GSM/DCS sudah dialokasikan untuk operator lain. Salah satu inovasi untuk mengatasi masalah ini adalah dengan menerapkan metode radio kognitif yang
memungkinkan suatu operator untuk menggunakan sumber daya jaringan, termasuk frekuensi, milik operator lain yang belum terpakai. Penggunaan metode ini akan menimbulkan interaksi/kerjasama antaroperator selular dalam bentuk yang baru dan menimbulkan biaya tambahan. Penelitian ini akan menganalisis kelayakan model bisnis telekomunikasi selular untuk penerapan metode radio
kognitif di Indonesia dari sisi keekonomiannya dengan menghitung seberapa besar biaya sewa jaringan yang masih dapat dianggap layak bagi operator selular dalam
penerapan metode radio kognitif ini. Dari hasil analisis investasi menggunakan pendekatan NPV dan IRR didapatkan batas maksimal biaya sewa jaringan host
network per satuan trafik yang secara ekonomis dianggap layak adalah sebesar Rp191.110,76/Erlang. Selain itu dengan menggunakan analisis sensitivitas dapat
diketahui faktor kritis dalam penerapan metode radio kognitif dalam penelitian ini adalah faktor pendapatan per satuan trafik.
