Penelitian ini bertujuan untuk melihat dan menganalisis kondisi administrasi kepolisian Polres Metro Tangerang Kota sekarang, yang berkaitan dengan manajemen operasional dan manajemen pembinaan dalam mencapai tujuan tugas pokoknya pada kondisi pembangunan kota Tangerang saat ini, sehingga bermanfaat bagi pengembangan ilmu kepolisian dan pembenahan kesatuan Polri khususnya Polres sebagai komando operasional dasar (KOD) di waktu yang akan datang.

Perkembangan administrasi kepolisian dipengaruhi oleh lingkungan. Oleh karena itu dalam membahas administrasi kepolisian Polres Metro Tangerang Kota harus pula diperhatikan pula perkembangan lingkungan yang terjadi di kota Tangerang. Administrasi kepolisian Polres Metro Tangerang Kota mensyaratkan bahwa pencapaian
tujuan tugas kepolisiannya ditentukan oleh manajemen operasional yang menyangkut tugas pokok, tugas-tugas dan wewenang yang di atur dalam undang-undang, yang dilaksanakan oleh unsur-unsur operasional (Sabhara, Intelkam, Polantas, Reserse, Binmas), dan didukung oleh manajemen pembinaan (sumber daya manusia, material,
anggaran dan pengawasan). Paradigma Polri yang berorientasi pada perlindungan dan pelayanan, mengedepankan tugas-tugas pre-emtif dan prefentif sesuai dengan tuntutan masyarakat, dijadikan kerangka berfikir di dalam menganalisis fenomena dan praktek tugas kepolisian di Polres Metro Tangerang Kota.

Penelitian ini dilakukan di Polres Metro Tangerang Kota sebagai unit
analisisnya dengan metode kualitatif yang berfokus pada kedalaman mengungkap dan mengekplorasi berbagai fenomena dan praktek tugas bidang operasional dan pembinaan di Polres Metro Tangerang Kota. Oleh sebab itu teknik pengamatan terlibat (complete participant observation) dan wawancara mendalam (indepth-interview) kepada
informan kunci, dengan mengandalkan peneliti sebagai instrument penelitian diharapkan mampu mengeksplorasi kedalaman data yang lebih komprehensif. Triangulasi dan pemaknaan terhadap temuan penelitian merupakan pendekatan yang dikedepankan di dalam melakukan analisis.
