Tujuan penelitian ini adalah untuk mengevaluasi pelaksanaan Kebijakan Pelayanan Kesehatan Gratis di Kota Metro yang dikaji berdasarkan aspek kebijakan, aspek manajemen pelayanan, aspek adminitrasi keuangan dan aspek kepesertaan. Menganalisis pemanfaatan pelayanan kesehatan gratis di puskesmas oleh masyarakat Kota Metro. Mengetahui seberapa jauh penerimaan baik dari petugas puskesmas dan masyarakat terhadap pelaksanaan kebijakan, dan mengetahui alternatif kebijakan guna penyempurnaan pelaksanaan pelayanan kesehatan gratis di Kota Metro. Penelitian ini menggunakan desain deskriptif kualitatif dan deskriptif kuantitatif. Hasil penelitian menyarankan Pemerintah Kota Metro dapat melakukan pengendalian pelayanan kesehatan gratis dari 2 &#1053242;dua&#1053243; aspek yaitu pada sisi supply melakukan perubahan pembayaran biaya pengganti jasa medis yang menggunakan sistim fee for services system dengan menggunakan sistim kapitasi. Pada sisi demand , melakukan pembatasan masyarakat yang menjadi sasaran pelayanan kesehatan gratis berdasarkan tempat tinggal, usia dan paket ? paket pelayanan yang di jamin serta melakukan kembali sosialisasi kebijakan mengenai sasaran dan paket pelayanan yang ditanggung baik kepada masyarakat dan petugas kesehatan di puskesmas. Perlu dilakukan kajian mengenai pengembangan Kebijakan Pelayanan Kesehatan.

This thesis describes the evaluation of implementation of the free health care policy in Kota Metro in terms on implementers and the poeple who utilize the policy. The purpose of this study was to evaluate implementation of the free health care policy in Kota Metro which is analyzed based on policy aspects, service management aspects, financial and administrative aspects and membership aspects. Analyzing the utilization of free health services in puskesmas by the poeple of Kota Metro. To find out acceptability about the implementation of policy by officers in puskesmas and community, and to explore alternative policies in order to improve the implementation of the free health care policy in Kota Metro. This study used descriptive qualitative design and descriptive quantitative design. The results suggest Kota Metro government can do cost containment of the free health care from 2 &#1053242;two&#1053243; aspects: on the supply side to change the payment for medical services which use fee for services system by using capitation system. On the demand side, the limitation of the targeted community of the free health care on the basis of residence, age and packages of guaranteed and to re&#8208;socialization of the free health care policy about targeted community and packages that covered by the free health care policy to community and officers in puskesmas.</description><identifier>https://lib.ui.ac.id/detail?id=135541</identifier><recordID>135541</recordID></dc>
