- The background of this research was the low activities and results of civic education in V the class of elementary school 3 West Metro.This study was conducted to improve student’s learning activities and result by using PAILKEM approach. The method that used in this research was classroom action research, it was conducted in two cycles and each cycle consisted of: (1) planning, (2) acting, (3) observation, and (5) reflection. The data were collected by non test and test technique. Data collecting technique in this study used observation sheet and instrument test. The researcher used qualitative and quantitative technique in analysing the data. The research showed that the using of PAILKEM approach can improve student activities and result in learningPenelitian ini dilatarbelakangi oleh masih rendahnya aktivitas dan hasil belajar siswa pada pembelajaran PKn kelas V SD Negeri 3 Metro Barat. Tujuan penelitian ini adalah untuk meningkatkan aktivitas dan hasil belajar siswa dengan menerapkan pendekatan PAILKEM. Metode penelitian yang digunakan adalah penelitian tindakan kelas dilaksanakan sebanyak 2 siklus dan masing-masing siklus terdiri dari: (1) perencanaan, (2) pelaksanaan, (3) observasi, dan (4) refleksi. Teknik pengumpulan data menggunakan teknik non tes dan tes. Alat pengumpulan data menggunakan lembar observasi dan instrumen tes.Teknik analisis data mengunakan teknik kualitatif dan kuantitatif. Hasil penelitian menunjukkan penerapan pendekatan PAILKEM dapat meningkatkan aktivitas dan hasil belajar siswa.Kata kunci: aktivitas , hasil belajar, PAILKEM
