- Among the characteristic features that can describe the development of modern Ukrainian society are the dynamism, intensity of social life, and the relentless desire to create new, more comfortable conditions for members of society, which is influenced by the development of information and communication technologies and the rapid formation of the information society. All this is happening against the background of modernization of many spheres of life. A special area today is the field of administrative services that the state, represented by its bodies, provides to each member of society. As a new and insufficiently developed field, the sphere of administrative services needs proper regulation and scientific research and substantiation. The article is devoted to the study of the fundamental principle of providing administrative services – the priority of human and civil rights and freedoms, given that modern realities dictate the need for theoretical justification and practical implementation of administrative remedies that ensure the functioning of administrative services and effective government regulation. It is pointed out that a significant part of the rights of Ukrainian citizens in the field of health care, education, social protection, housing, and communal services, which are enshrined in the Constitution of Ukraine, are realized through the provision of administrative services to the population. At the same time, the level of security and quality of services provided to the population in individual local governments is an important indicator of the existing social and territorial equality, which is especially important for the state. It is emphasized that the main criterion for deciding on the method of organizing the provision of a particular administrative service is the principle of the best provision of these rights related to administrative services, derived from the constitutional imperative of human rights.
