- The major focuses of the Higher Education Research and Advocacy Network in Africa (HERANA) is a cross-national project focusing on developing performance indicators and developing the information-processing capacity of the participating universities. It was decided that in order to satisfy these aspects, the outputs of captured would have to be supported by the following: • definitions and descriptions of the use of the data concepts needed for performance measurement and for cross-national comparisons; and • examples of the use of the data for performance measurement within individual universities. This document is intended to serve as a manual which satisfies these two components.
