- Based on a study of water quality in a small town (Alibag) in India, we show the limitations of water quality monitoring for fecal indicator bacteria that is necessary to meet SDG6. We find that even when water quality is monitored and tested, low institutional capacity and the pressure to not “fail” by international standards can result in the failure to accurately report bacterial water quality.
