- The article analyses the approaches to the understanding of institutional quality, outlines the rationale for the concept of "institutional quality of the social sector". The ability to provide services in accordance with social guarantees (standards), the ability to change and the consistency with the current institutional structure are identified as key factors that determine the institutional quality of the social sector According to mentioned factors, the main components of the evaluation of the institutional quality of the social sector are substantiated: Assessment of the institutional quality through determining the quality of social services, assessing the convergence of social sector institutions and assessing the complementarity of the institutions of social sector for Europe and the world.
