- The article assesses the impact of the general wage fund on GDP, proves the economic expediency of returning migrant workers to their homeland, elaborates the main provisions of the state social and economic program of stimulation of re–immigration. To stimulate re–emigration it is necessary to use the whole complex of social and material incentives and motives. The basis of socio–economic activity is the principle of self–sustainment. The proposed program focuses on social programs for other countries and international funds.
