- In the article on the basis of personal and competent approaches to understanding the professional competence of future officers as integral qualityof personality, a peculiar synthesis of high professionalism and internal qualities of a specialist, the place and role of civility of an officer-policeman are considered as the basis for determining the level of professional readiness of a specialist, which implies the ability to quickly and correctly to orientin complex professional and professional situations, to accept and implement non-standard decisions in the circumstances of military operations, from me s largely depends on law and order and security of citizens of Ukraine. Based on the analysis of a number of materials from the experience of the National Academy of the State Border Guard Service of Ukraine named after B. Khmelnitsky and the National Academy of the National Guard of Ukraine, conclusions were drawn about the significance of the civil competency of future officers as a leading part of the general and general professional competencies and necessary in the process of vocational training of higher military cadets educational institutions. Future law enforcement officers with a high level of professional competence are aware of the necessity and importance of developing their civic culture, seek professional self-improvement through the technologies of civic education and self-improvement, always display their own civic position in cooperation with their subordinates and commanders; they have a strong desire to succeed in professional activities in a democratic country. Responsible, organized, sociable experts understand the ways and means of continuous development in the military sphere and systematically work on themselves, constantly strive to master and update knowledge in various fields of civics, can effectively apply such knowledge in everyday interpersonal and professional communication; understand the professional and cultural basis of the officer's activities and know how to reflect them as a result of civilian directed influence on subordinates; are able to predict, reflexively build their actions and actions of subordinated military personnel, taking into account the prospects of professional development; are aware of their own professional level, are able to formulate their own goals of civic education subordinates, able to make non-standard decisions to protect the civil system in the country.
