- This research aims to investigate the decisions made by officials who have the authority to deal with civil service cases and disputes in the Region Office I of Agency of National Civil Service of Yogyakarta and the Provincial Government of the Special Region of Yogyakarta. The data in this research were primary and secondary data. The primary data were obtained from library research and the secondary data were obtained from interviews with resource persons. The result of the research indicates that there are two legal problems in civil service affair; namely civil service cases and disputes. Civil service cases are legal problems which do not involve any conflict, where as civil service disputes are legal problems which involve conflict. Civil service cases under investigation were as follows: 1. Cases in connection with leave of absence 2. Cases in connection with permission for divorce 3. Cases in connection with ranks and posts Civil service disputes under investigation were as follows : 1. Disputes in connection with leave of absence 2. Disputes in connection with recruitment 3. Disputes in connection with discipline enforcement 4. Disputes in connection with supplementary payments The conclusion drawn this research indicates that the settlement of civil service cases and disputes is carried out either through decision made by the official in authority or at their discretion.
