- Pemerintah nampaknya harus bekerja rebih keras, mengingat dalam UUD 1945 pasal 34 yang berbunyi “fakir miskin dan anak terlantar dipelihara oleh Negara”. Artinya sesungguhnya mereka yang hidup terlantar (termasuk anak jalanan, gelandangan dan pengemis) juga harus menjadi perhatian negara. Ironisnya pemerintah seolah angkat tangan dalam menangani anak jalanan. Yang akan dikaji Bagaimana Implementasi Peraturan Daerah Kota Palembang Nomor 12 Tahun 2013 tentang Pembinaan Anak Jalanan, Gelandangan dan Pengemis Kota Palembangn dan Apa saja faktor penduduk dan penghambat pembinaan Anak Jalanan, Gelandangan dan Pengemis di Kota Palembang. Metode penelitian Yuridis Empiris. Hasil pembahasan dalam penjangkauan dan pembinaan anak jalanan, gelandangan dan pengemis harus mengikuti prosedur dan aturan yang berlaku dikarenakan dari Kesejahteraan Sosial Anak. Selanjutnya dalam Pasal 8 Perahran Daerah Kota palembang Nomor 12 Tahun 2013 tentang Anak Jalanan, Gelandangan dan pengemis Kota Palembang menerangkan bahwa jangka waktu penampungan sementara hasil penjangkauan dapat dilaksanakan paling lama 4 (empat) bulan. Namun pengembalian anak jalanan, gelandangan dan pengemis dilakukan setelah orang tua atau keluarga asal dinilai siap untuk menerima bagi Anak Jalanan, Gelandanagn dan Pengemis untuk kembali. Simpulannya berdasarkan implementasi terhadap peraturan daerah kota Palembang Nomor 12 Tahun 2013 tentang pembinaan anak jalanan, gelandangan dan pengemis sudah menurun sejak peraturan daerah ini ditetapkan.
