The study attempted to design the public and managerial aspects of educational environment of higher school, which allows to summarize the consolidated mechanisms of state regulation of implementation of the educational process, which involves the transformation of managerial methods, changes in nature of management and ways of its implementation, and become targeted, outstripping stimulus of increasing of research and teaching capacity of the teaching staff, the growth of success of subsystems’ functioning.
