В статье рассмотрены теоретические аспекты построения экономики знаний, в рамках чего раскрыта концепция закона повышающейся отдачи и его действия в данной экономике. С целью определения корреляции и тесной связи развития методологии управления знаниями и роста экономического и человеческого потенциала в государстве автором проведён анализ динамики индекса экономики знаний, а также приведена информация по индексам Global Innovation Index, Bloomberg Innovation Index и индексу человеческого развития для Российской Федерации. По результатам настоящего исследования разработан комплекс мер для построения в Донецкой Народной Республике экономики знаний. The article deals with the theoretical aspects of building a knowledge economy, in the framework of which the concept of the law of increasing returns and its action in this economy is revealed. In order to determine the correlation and close relationship between the development of knowledge management methodology and the growth of economic and human potential in the state, the author analyzes the dynamics of the knowledge economy index, as well as provides information on the Global Innovation Index, Bloomberg Innovation Index and the human Development Index for the Russian Federation. Based on the results of this study, a set of measures has been developed to build a knowledge economy in the Donetsk People's Republic.
