  • The article describes the essence of human resource management in construction. The system of personnel management of a construction enterprise in the conditions of influence of external and internal environment factors is outlined. The approach to formation of the purposes of sustainable development of the personnel in construction is proved. A number of special competencies for managing labor potential at construction enterprises in the context of sustainable development are proposed. Human resource management (HRM) is a fundamental activity of any enterprise and organization in which people are employed. There are a number of different variants of styles, ideologies, forms and methods of HRM, but there are no universal models that could provide each company with unambiguous opportunities to increase the efficiency of its operation and enhance development. Over the last twenty years, the links between HRM and the study of strategic management have deepened, significantly expanding the socio-economic ranges and possible causal links. Construction, due to its specificity and versatility, is one of the most complex areas of human management. The operational realities faced by construction companies confirm the existence of a number of problems related to the close relationship between the needs of workers, the problems of their productivity and the quality of construction products. In the context of HRM research in construction, it is important to focus on micro- and macro-perspectives in three dimensions: 1) focus on human resources; 2) focus on material resources; 3) focus on management, taking into account the action of a number of external and internal factors. The paper proposes a number of special competencies for the management of labor potential at construction enterprises in the context of sustainable development, in particular environmental protection and safety.
