- Annotation. Based on the declared in the basis of this work methodology, which provides for research, implementation and improvement of the system of formation and development of judicial competence as a single system, we will form a set of recommendations that will promote a systematic approach in this area. The most complete systemic approach in legal regulation is implemented in the case of a set of rules governing a particular area of public relations in the form of organizational and legal mechanism. Existing scientific views on the concept and content of organizational and legal mechanism are quite diverse. In articles on the general structure and content of the organizational and legal mechanism of formation and development of the judge's competence. It is proved that the full full system approach in legal regulation is realized at registration of the complex of the norms regulating the separate sphere of public relations, in the organization of the organizational and legal mechanism and the offered new definition of this concept. For normative consolidation of the organizational and legal mechanism of formation and development of court competence the project of the Concept of formation and development of competence of courts in Ukraine is developed. The purpose of the organizational and legal mechanism is to improve the legal regulation of public relations in the formation and development of judicial competence on the basis of a systematic approach and organizational support for dynamic and coordinated development of all elements of the judicial education system in the world of European integration. To achieve the goal of the defined task, developed a system of principles, defined the range of subjects and the general structure of the organizational and legal mechanism, developed a list of functions and methods and separate lists of expected results from implementation.
