  • What is the real importance and effectiveness of the decisive processes and their own decisions in a context which the State no more keeps the control of the political and does not discuss the ec onomical-social order? What is the meaning and the validity of the democratical efforts? Such questions are particulary pertinent to Brazil, in which the civil society fights confront themselves with the implementation of the neoliberal program, since the 1989 election. However, in the subnational spheres, there are complex experiences of the valuation of citizenship, for example, in the so-called Participatory Budget, in which methods are applied, when the debate about the public budget becomes transparent and capable of involving thousands of people. Such experiences are numerous and varied. How can they be classified? How to proceed to its evaluation? After a comparative study, the existing model were classified in Participatorys Budgets of “high” and Participatorys Budgets of “low” democratical density. As for the former ones, they are powerful instruments of citizenship and democraticy strengthening. The latter ones, represent risks of reconversion of universal democratical fights in reassertment of traditional politics practices, emptying the strenght of democraticak speech, in a way of adapting it to the environment extremely dictatorial of international financial capitalism.
