- The article analyses the necessary steps in the legislative and organizational areas implemented to create a system of social services in Ukraine. The mechanism of social order is investigated in the context of reforming the social security system in Ukraine. Number of measures have been substantiated to implement social procurement as an effective tool for financing social services that need to be implemented at this stage. The features of the social services market (considerable degree of state control, various mechanisms of providing services with different payment methods, complexity of cooperation of private business entities with public sector institutions) which make the development of the social services market complicated are distinguished.The article analyses the necessary steps in the legislative and organizational areas implemented to create a system of social services in Ukraine.
