  • The subject of the study is a set of factors, circumstances and prerequisites that determine the specifics of the Ukrainian manufacturing development. Topicality. After a three–year period of sluggish growth, Ukraine’s industrial sector has experienced a recession while economy continued to grow. At the same time, while most manufacturing sectors are stagnant and have not yet reached pre–crisis level, a number of industries continue to actively develop despite all the adverse circumstances. Therefore, it’s necessary to determine what factors are actually contributing to the development of the domestic industry, and which have proved to be inactive. The purpose of the article is to summarize the tendencies of Ukrainian processing industry development during the increase and exacerbation of the crisis phenomena in 2013–2015 and the problems of post–crisis recovery in 2016–2019, as well as to explain the necessity of purposeful industrial policy of the state for realization of positive changes in the domestic industry. Methodology. The research is based on methods of comparative and retrospective analysis, which made it possible to assess the state of development of the Ukrainian industry in comparison with the pre– crisis level and to determine the influence of different factors on the development of various industries. Results. The indices of the Ukrainian industry development are analyzed. The main factors that hinder the development of the domestic industry are identified. The influence of some measures of the state industrial policy (introduction of a moratorium on export of untreated timber, increase of export duty on ferrous scrap, introduction of compensation for the purchase of domestic agricultural machinery) on the dynamics of development of certain industries in Ukraine is evaluated. Area of application. The results of this study can be used to promote the idea of intensifying industrial policy in Ukraine in order to overcome chronic problems of domestic production and deindustrialize the country’s economy. Conclusions. The challenges facing the domestic industry require an active public policy. Priority steps include the introduction of localization criteria in public procurement, the establishment of industrial parks, development banks, trade missions at embassies abroad, the launch of an export– credit agency, revision of customs and tariff policy.
