- In this article we argue that Open Educational Resources (OER) provide avenues for a more seamless exchange and localization of valuable content for educational use. But instructional design must be adapted to consider the process of remix and reuse which needs to take place for OER to benefit users worldwide. This paper argues that instructional designers interested in creating or adapting open materials must begin with the “event” or “activity” as a focal point in the development of educational resources.
