- Досліджуються нові підходи до формування теоретичної моделі державної комплексної програми протидії злочинності в сучасних умовах як можливої основи для розробки всіх наступних державних програм у даному напрямі. Визначено особливості концепції такої моделі, які проявляються через специфіку спрямованості програми, засади її формування, структуру програмного документу, побудови програми з врахуванням найбільш вірогідних кримінологічних сценаріїв трансформації злочинності та з врахуванням визначеного стратегічного курсу держави у протидії злочинності. Встановлено, що сучасна модель державної програми протидії злочинності також повинна враховувати позитивний досвід зарубіжних країн з програмування у цій сфері та напрацювання вітчизняної кримінологічної науки. Обґрунтовується запровадження теоретичної моделі "Диференційована Програма – заходів та проектів". In this article it is investigated the issue of new approaches to the formation of a theoretical model of the state program of counteraction crime in modern conditions as a possible basis for the development of all subsequent government programs in this direction. It is noted that the concepts of theoretical models of state programs of counteraction crime that exist in domestic criminological science today do not take into account the existing internal and external threats of criminological security. The features of the modern concept of the theoretical model of the state program of counteraction crime are identified, which are manifested in the following: 1) focus on protecting human rights and freedoms; 2) meets clearly defined principles (including international programming standards in this area) programming; 3) a differentiate approach of counteraction crime programming is being introduced (prioritization for the short, medium and long term); 4) submission of the program to a specific state strategy for influencing crime, which should be dynamic and take into account possible criminological scenarios of the transformation of crime in Ukraine; 5) has a logical structure and content, which is built according to the scheme: the main goal ® strategic goals ® tasks ® actions / projects; 6) corresponds to with existing state security strategies and provides for the implementation of appropriate approaches and models of the impact on crime determined by the state; 7) introduction of an approach that shifts the emphasis from enhancing the criminal law impact on crime to the wider use of the possibilities of social prevention, situational intervention and wide public involvement, as well as the gradual shift of crime control from the state level to the local level. It is substantiated a position that the modern model of the state program of counteraction crime should also take into account the positive experience of foreign countries in programming in this area and the achievements of domestic criminological science. The introduction of the theoretical model of "Differentiated Program – actions and projects" is proposed.
