Since 1989 the devolution of decision-making processes in public administration has been realised by means of the New Constitution of the Republic of Poland and a complete change in the legal system. Due to these changes the country was decentralized and the devolution process commenced in terms of both passing and applying the law (deciding) by engaging the citizens in these processes, which were aimed at creating a participatory administration and a civil society. In the face of unsuccessful legal solutions adopted in this regard, the passive attitude of some public admini- stration employees and also of the citizens, small public activity devolution processes do not run satisfactorily.
