  • The state of comprehensive provision of military formations and law enforcement agencies has traditionally been seen as one of the main factors determining success in their operations. Confirmation of this, in order to confront the aggression of Russia, the return of the occupied territories, the Verkhovna Rada of Ukraine, on February 7, 2019, 334 votes were amended to the Constitution of Ukraine, which consolidated the course of the state for full membership in the European Union and NATO, which will enable to comprehensively ensure the modernization of the Ukrainian Army and strengthening the protection of public order. The consolidation in strategic documents of the security and defense sector of the Euro-Atlantic integration of national security systems requires the development of a national model for comprehensive crisis response to national security threats. The article proposed to consider a comprehensive security responses to crisis situations that threaten national security, as the set of activities of special (target) direction, depending on the powers of the subject crisis response, implement the evaluation of dangerous factors of a crisis situation, the assignment of the corresponding operation to the competence of the security forces (defence forces) involved a special legal regime within the territory of operation. Taking into account the general vector of development of the country's security and defense sector in further scientific research on crisis response, it is expedient to consider comprehensive provision as a complex of special (target) activities directed at the authority of the subject of the crisis response, the assessment of dangerous factors of the crisis, carried out by him and the relevant operation to the competence of the security forces (defense forces) involved in the special rule of law within the territory of the operation. In the vast majority of cases, in addition to those explicitly stated in the law, comprehensive provision of crisis response should not be related to public relations of the state material reserve.
