- The article analyzes the systematic transformation of social infrastructure and provides the basis for analyzing the totality of institutions of a market economy. The necessity of institutional modernization for the formation of modern social relations in the society is grounded in order to form a stable trend of economic growth aimed at increasing the welfare of the population. Attention is focused on a combination of global and domestic issues of our time associated with demographic, economic and social issues arising in consequence of the inability of existing government institutions to ensure proper living conditions and self highly skilled workers and scientists. The proposed criteria for institutional modernization based on the development of human capital, which increases the level of public confidence in the institutions of the state.
