- The subject of research – the features of recreation and tourism complex as a component of the national economy and the service sector. The purpose of the article is the theoretical substantiation of the nature of the characteristic features and structure of the recreational and tourist complex. Methodology of the work – general provisions of economic theories and concepts of sustainable development. On the basis of system analysis, factors influencing the formation and development of the recreational and tourist complex of Ukraine are identified. Using the methods of expert and logistic analysis, the components of the TPC and the interdepartmental connections between them are determined. Structure and synthesis methods reveal the potential of development of the recreational and tourist complex and its role in ensuring economic growth of Ukraine and raising the social standard of living. The results of the work – it is determined that the recreational and tourist complex realizes its capabilities by one third. This is due to a number of reasons, among which: high taxes; unresolved issues of privatization of land and protection of private capital; insufficient state support of state entrepreneurship entities; lack of a system of regulation of foreign economic activity in the sphere of services; insufficient staffing of the sphere of tourism, etc. Conclusions – the recreational and tourist complex of Ukraine has its structure and taking into account the system of such components in the development of the RTC, it is possible not only to improve the economic situation but also to have an impact on the social standard of living of the population and on the development of infrastructure in a particular region. Solving the tasks of complex development of TPC will allow to carry out strategic and current planning of development of the main components of such a complex, taking into account its regional, social and other features. It is important for the state to achieve such a balance between incoming tourism incomes and expenditures on it (including the return of currency to the investor country, long–term costs of construction and equipment of hotels, roads, airports, communication facilities, training of personnel to create comfortable conditions of stay abroad tourists) in order to ultimately ensure a stable positive balance of payments for the article «Tourism».
