- The article is devoted to the establishment and operation of industrial parks, as one of the most effective forms of local territorial concentration in the Russian Federation. Particular attention is paid to their role in the implementation of the industrial policy of the state, especially in the accelerated development of the Far East. The study examined the credentials of the Russian Federation, federal executive authorities, state authorities of the Russian Federation in the sphere of economic policy, the result of which will be the creation of industrial parks. It analyzed existing domestic and international approaches authors on the problems of creation and development of industrial parks abroad and in Russian regions. Particular attention is paid to foreign experience in creating sites for the formation of industrial parks "greenfield" and "brownfields". It presents a comparative analysis of the concepts of "industrial park" and "the territory of advancing social and economic development". Also look at the procedure of decision making on the establishment of industrial parks in the Russian Federation, taking into account the role of the federal and regional executive authorities. It analysed the competitive advantages of industrial parks, special regimes of economic activities, the creation of productive infrastructure, and cooperation with local authorities. The information on the establishment of such units in the Far East. Highlighted the problem of creating TOR in the Far East in the conditions of economic sanctions, the use of co-financing mechanisms, the development of public-private partnerships, which need to be put in practice at the federal and regional level, a complete set of documents on the topic.
- Промышленные парки и их роль в экономическом развитии территорий Дальнего Востока Таланцев Владимир Иванович, Смирнова Наталья Константиновна, Дальневосточный федеральный университет, Владивосток, Россия Статья посвящена вопросам создания и деятельности промышленных парков как одной из наиболее эффективных форм локальных территориальных концентраций в Российской Федерации. Дано правовое обоснование создания промышленных парков, проведен анализ различных форм осуществления их деятельности. Особое внимание уделено их роли в реализации промышленной политики государства, ускоренном развитии территорий Дальнего Востока. Рассмотрены отечественные и зарубежные подходы по проблемам создания и развития промышленных парков за рубежом и в России. Проведен сравнительный анализ понятий «индустриальный (промышленный) парк» и «территории опережающего социально-экономического развития (ТОР)». Представлена процедура принятия решений о создании промышленных парков с учетом роли федеральных и региональных органов исполнительной власти. Показаны конку-рентные преимущества промышленных парков, проблемы создания ТОРов на Дальнем Востоке в условиях действия экономических санкций, применения механизмов софинансирования, развития государственно-частного партнерства.
