- The article focuses on the need to reform public authority on the basis of its decentralization. The reform of decentralization and local self-government in Ukraine occurs with a violation of the main terms of its implementation. It is justified that one of the reasons for the slowdown of reform is resistance, which takes place at the personal and group levels. Sabotage as a socio-political phenomenon may be one of the manifestations of such resistance. Sabotage is defined as the conscious behavior of political actors, which violates the most important organizational (social) norms and can manifest at the individual and group level. Its main features are destructiveness/constructiveness, ambivalence, orientation. The reasons for sabotage at the level of individual subjects can be changes in the structure of the organization, the adoption of new laws, the transfer to new technologies, the reorganization of the labor process. The creation of united communities leads to a reduction of local self-government bodies and their heads. They are interested in the slowdown of reform to maintain their social and economic situation. Well-resourced groups slowdown the implementation of the reform, and strive to preserve their power. Sabotage at the level of well-resourced groups can be manifested in the form of direct opposition or inaction. They apply different types of resources – economic, media resources, lobbying to maintain power and slowing down the reform. The hidden nature of sabotage practically does not allow proving its existence. The article concludes that sabotage is a definite sign of radical social change and takes place in transformational societies.
