- The form of warfare Russia employed in Ukraine in 2014, often called the hybrid war, led to the military occupation of the Crimean peninsula and parts of the Donetsk and Luhansk regions. A pro-Russian puppet regime established over these territories have become a new political reality for the Ukrainian society, which requires a comprehensive scientific understanding and practical recommendations, including for law-making and law enforcement process. The article elaborated the basic theoretical approach to understand the phenomenon of occupation in the political science context. The historical turning points in the development of political philosophy regarding the issues of occupation: from justification to strong condemnation of the seizure of territory by military force were found. The concept of normative and pragmatic reasoning for occupation was developed. A special emphasis was placed on the correlation between the concept of state sovereignty and issues of occupation. The role of the doctrines of just war and hybrid war in the occupant activities was described. Some aspects of forming a modern model of military occupation with its inherent features were highlighted: concealment, institution building of occupation regimes, and the attempt of the occupiers to pass off these regimes as the sovereign actors with an independent international legal personality.
