Fakultas Hukum Universitas Brawijaya Email: augst_14@yahoo.com ABSTRAK Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis pelaksanaan, hambatan dan upaya dalam Pelaksanaan Pasal 2 Peraturan Menteri Pendidikan Dan Kebudayaan Republik Indonesia Nomor 23 Tahun 2017 tentang Hari Sekolah terkait pelaksanaan program full day school dengan studi di Wilayah Kerja Dinas Pendidikan Kota Malang. Penelitian ini merupakan penelitian yuridis empiris dengan menggunakan pendekatan yuridis sosiologis. Dari hasil penelitian disimpulkan bahwa pelaksanaan full day school atau Penguatan Pendidikan Karakter (PPK) tidak sepenuhnya berjalan efektif terutama di tingkat SD dan tetap menerapkan manajemen berbasis sekolah. Tidak adanya hambatan pada pelaksanaan PPK di tingkat SMP karena seluruh SMP di Kota Malang telah melaksanakan PPK. Namun hambatan terjadi di tingkat SD karena hambatan dari wali murid yang tidak setuju dan kurangnya tenaga guru. Upayanya yaitu Dinas Pendidikan Kota Malang memerintahkan kepada masing-masing sekolah untuk mendiskusikan kepada wali murid dan komite sekolah terkait pelaksanaan program PPK. ABSTRACT This research aims to describe and analyze the implementation, barriers and efforts in the implementation of Article 2 Regulation Of The Minister Of Education And Culture Of The Republic Of Indonesia Number 23 Of 2017 Concerning School Day related implementation programs full day school with studies Education service in the region of Malang. This study is an empirical juridical research by using the juridical sociological approachFrom the results of the study it was concluded that the implementation of full day school or Strengthening character education (PPK) is not entirely effective especially in the elementary level and keep applying the school-based management. The absence of obstacles on the implementation of the PPK in junior level because the whole JUNIOR HIGH SCHOOL in the city of Malang has been implementing the PPK. But the obstacles occurred at elementary level because of the resistance of caregivers did not agree and the lack of power of teachers. An attempt i.e. education service of Malang, ordered to each school to discuss to caregivers and school Committee related PPK program implementation.
