Analisis ini bertujuan untuk melihat apakah peraturan daerah yang berlaku sudah berjalan sesuai dengan tujuannya atau belum serta hambatan apa saja yang mempengaruhi. Analisis ini menggunakan metode penelitian pendekatan Yuridis, Sosiologis, Berdasarkan hasil penelitian tersebut dapat disimpulkan bahwa Pasal 3 Peraturan Daerah Kota Surabaya nomor 5 tahun 2008 masih belum efektif pelaksanaan nya terbukti dengan masih banyaknya pelanggaran di Kawasan Tanpa Rokok.Kata Kunci: Kawasan Tanpa Rokok,Surabaya Selatan ABSTRACT This article analyses the effectiveness of Article 3 of the Regional Regulation of SurabayaNumber 5 of 2008 on No-Smoking Premises in South Surabaya. The analysis is aimed to investigate whether the regional regulation has run as expected and what problems are encountered. This analysis was conducted based on socio-juridical approach. The research result reveals that Article 3 of the Regional Regulation of Surabaya Number 5 of 2008 has not been effectively implemented, for smokers are still found in the no-smoking premises.Keywords: no-smoking premises, South Surabaya
