Email : Nurvitadwi@gmail.com ABSTRAK Pendirian bangunan tanpa izin di Desa Gelung Kecamatan Panarukan Kabupaten Situbondo. Semua bangunan yang berada di Desa Gelung tidak ada yang mempunyai surat Izin Bangunan. Dalam pasal 15 Peraturan Daerah Kabupaten Situbondo Nomor 6 Tahun 2011 menyebutkan bahwa setiap pelaksanaan pendirian bangunan baru, merubah, memperluas, mengurangi dan/atau merawat bangunan sesuai dengan pesyaratan administrasi di Kabupaten Situbondo diwajibkan memiliki izin dari Kepala Daerah atau Pejabat yang berwenang yang sudah ditunjuk. Adanya perda yang mengatur belum tentu masyarakat mau bekerja sama dalam mentaati peraturan tersebut. Izin merupakan suatu persetujuan dari penguasa berdasarakan undang-undang atau peraturan pemerintah atau dispensasi atau pelepasan atau pembebasan dari suatu larangan. Kata Kunci : Efektifitas, Peraturan Daerah, Penyelenggaraan Bangunan ABSTRACT Erection of a building without a permit in the village of Bun District Panarukan Situbondo . All the buildings in the village of Bun no one has the letter Building Permits .
