Pendapatan Asli Daerah (PAD) salah satunya bersumber dari penerimaan hasil pengelolaan kekayaan milik daerah yang dipisahkan, yang berasal dari bagian laba BUMD. Salah satu BUMD Kota Kediri yaitu PD. Pasar, yang merupakan penyumbang PAD Kota Kediri mulai tahun 2010. Dengan pengoptimalisasian pengelolaan kekayaan PD. Pasar, maka akan berdampak positif baik para pedagang maupun perusahaan bahkan bagi daerah Kota Kediri. Sehingga peneliti ingin mengetahui tugas Direksi dalam mengurus dan mengelola kekayaan PD. Pasar yang penulis uraikan dalam rumusan masalah (1) Implementasi Pasal 9 Ayat (1) Huruf E Peraturan Daerah Kota Kediri Nomor 4 Tahun 2010 Tentang Perubahan Atas Peraturan Daerah Kota Kediri Nomor 2 Tahun 2009 Tentang Perusahaan Daerah Pasar Kota Kediri, (2) kendala serta (3) upaya yang dilakukan oleh PD. Pasar Kota Kediri dalam pengelolaan aset/kekayaan PD. Pasar. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis implementasi pasal mengenai tugas Direksi dalam mengurus dan mengelola kekayaan PD. Pasar Kota Kediri, serta kendala dan solusi dalam masalah-masalah tersebut. Metode penelitian menggunakan metode yuridis empiris, yaitu dengan meneliti mengenai penerapan hukum dalam masyarakat. Hasil dari penelitian menunjukkan bahwa terhadap Implementasi Pasal 9 Ayat (1) Huruf E Peraturan Daerah Kota Kediri Nomor 4 Tahun 2010 Tentang Perubahan Atas Peraturan Daerah Kota Kediri Nomor 2 Tahun 2009 Tentang Perusahaan Daerah Pasar Kota Kediri, sudah terimplementasi meskipun belum bisa dikatakan 100% maksimal karena adanya beberapa hambatan dalam pengelolaannya. Selain itu masalah dalam lingkuan pasar menyangkut beberapa pihak yaitu pengelola (PD. Pasar), pedagang dan para pembeli. Namun demikian pihak PD. Pasar telah melakukan berbagai upaya untuk mengatasi masalah-masalah tersebut. Local Revenue is obatined from among others the admission of the management of local property and is obtained from the profit of Local-owned enterprise. One of the local-owned enterprisesin Kediri is traditional market which has provided contribution on the local revenue since 2010. Thus, traditional market will have positive impacts on the sellers and companies, even for the government of Kediri if well optimized. Therefore, this research tried to analyzed the duties of management in managing the propery of regional traditional market. Thus, the research problems formulated were : (1) the implementation of article 9 paragraph (1) letter E of Kediri Regional Regulation number 4 year 2010 on the amandement of Kediri Regional Regulation number 2 year 2009 on the Regional Enterprise of Traditional Market of Kedri, (2) the obstacles faced, and (3) the sollutions offered by the traditional market. This thesis aimed at knowing and analyzing the implementation of the article concerning the duties of management in managing the property of the traditional market, as well as the obstacles faced and the solutions offered. The method employed was empirical juridical by analysing the implementation of law in the siciety. The result of the study show that article 9 paragraph (1) letter E of Kediri Regional Regulation number 4 year 2010 on the amandement of Kediri Regional Regulation number 2 year 2009 on the Regional Enterprise of Traditional Market has been implemented although it is not 100% due to some obstacles faced. Besides, the problems arising in the traditional market involve several parties which are the management of the market, sellers, and the buyers. However, the management of the traditional market has provided the solution to overcome those problems. Keywords: Lokal Revenue, Regional-Owned Enterprise, Management
