Dapat dipahami bahwa setiap daerah mempunyai kewenangan sendiri untuk melaksanakan otonomi daerahnya yang dititikberatkan pada daerah Kabupaten dan Kota untuk meningkatkan Pendapatan Asli Daerah guna membiayai urusan rumah tangganya sendiri. Salah satu sumber Pendapatan Asli Daerah adalah retribusi Pelayanan Pasar Percontohan Minulyo Kabupaten Pacitan sebagai salah satu cara yang efektif untuk mencapai kesejahteraan masyarakat. Kegiatan tersebut di atur dalam produk hukum yaitu Peraturan Daerah Kabupaten Pacitan Nomor 28 Tahun 2011 tentang Retribusi Pelayanan Pasar. Berdasarkan hal tersebut maka penulis tertarik untuk meneliti tentang Pelaksanaan Pemungutan Retribusi Pelayanan Pasar Terkait dengan Penerimaan Pendapatan Asli Daerah Melalui Pasar Percontohan Minulyo Kabupaten Pacitan serta hambatan dan solusi yang disampaikan oleh badan terkait guna melaksanakan aturan dengan baik dan mengurangi hambatan yang terjadi sehingga pemungutan retribusi dapat meningkatkan penerimaan pendapatan asli daerah. It can be understood that each region has its own authority to implementing its regional autonomy which is emphasized on on regency and manucipality in order to increase the regional revenue with the intention to fund their own affair. One of the source for regional reveneu is the service retribution of pilot tradional market Minulyo of Pacitan Regency which is an effective way to achieve the prosperity for the society. That activity is regulated under the Pacitan Regional Regulation number 28 year 2011 on Traditional Market Service Retribution. Based on the above mentioned background, the researcher was interested in investigating the implementation of traditional market service retribution colloction rekated to the acceptance of local reveneu through pilot tradicional market of Minulyo in Pacitan Regency as well as the osbtacles faced and the silutions offered by the related department in order to implement the rules well and tackle the obstacles so that the retribution collection can increase the regional reveneu.
