Jika dulu kita mengenal alat pancing sederhana seperti jaring, mata pancing dan lainnya, seiring dengan berkembangnya ilmu teknologi, alat-alat tersebut mulai tergantikan dengan alat-alat modern yang dapat mempermudah proses ekplorasi dan eksploitasi di Zona Ekonomi Eksklusif milik suatu negara pantai yakni sinar sonar dan fish finder. Penggunaan kedua alat ini sampai saat ini masih belum diatur baik dalam peratura hukum tertulis internasional seperti UNCLOS 1982 maupun dalam perundang-undangan di negara pantai seperti Indonesia sehingga dapat menimbulkan permasalah terkait bagaimana penganan terhadap kegiatan ekploitasi dan ekplorasi yang berlebihan dengan penggunaan kedua alat tersebut dikarenakan belum jelas status penggunaannya apakah legal ataukah illegal. If we know the tools that used to be as simple like fishing nets or fishing rod along with the development of science tachnology, these tools replaced with a modern tools than can ease the process of exploration and exploitation in the exclusive economic zone of a coastal state with the sonar system and fish finder. The use of these tools is not currently regulated either in international legal regulation such as UNCLOS 1982 and also in a legislation in coastal state countries such as Indonesia that may cause problems related to how to againts the over exploration and over exploitation activities are excessive with the use of both tools cause of the legal status of both tools.
